Built a Python desktop-control harness so a Dot can drive the PC from the Windows app

My instance of Dots is unable to use the Computer Use ability when being used in the Windows ChatGPT app. Apparently Dots does not have access to node_repl and a few other tools needed for it to control the pc via the app. I confirmed with a local Codex chat via the app that the tools are actually installed and working. I tried several ways to get around this issue. I finally landed on having a CLI Codex instance create a python toolkit for Dots to control the desktop as needed for its assigned tasks. It did require elevated permissions to work.

They had a CLI Codex instance generate a Python toolkit giving the Dot desktop control for its assigned tasks, with elevated permissions, and published the harness to GitHub. Concrete build solving a real Dots limitation.
